1.04 TO: POTENTIAL BIDDERS
The Common Council of the City of Plattsburgh (“City”) is requesting sealed re-bids for the Electrical Construction Contract only for the City of Plattsburgh - City Hall Roof Renovations located at 41 City Hall Place, Plattsburgh, New York 12901:
Bids will be received until 2:00 p.m. EST on Thursday, December 14, 2023. The Bids will be publicly opened and read aloud at that time in the Common Council Chambers of Plattsburgh City Hall.
A. All Bids shall be submitted in sealed envelopes via hand delivery or common carrier with the name and address of the Bidder, the Electrical Construction Contract, and “City of Plattsburgh - City Hall Roof Renovations” clearly marked on the face of the envelope. Bidders submitting bids for multiple contracts shall submit a separate sealed envelope for each bid. The sealed envelope(s) shall be addressed to:

B. The complete Bid Package must include everything defined as outlined in Section 00 3100, available project information, Part 1 Paragraph 1.01(L.)
1. Signed Bid Form including Base Bid.
2. Certificate of Non-Collusion.
3. List of the last five (5) projects completed by Bidder, including a contact name and phone number for the owner of last five (5) projects.
4. Bid security in the form of a Bid Bond or Certified Check in the amount of five percent (5%) of the Bid amount. All bid securities, except those of the three (3) lowest bidders, will be returned within ten (10) days of the bid opening.
C. Project Description: Re-bid of the Electrical Construction Contract only for City Hall Roof Replacement. Work to include removal and reinstallation of electrical fixtures/elements required to install new roofing system by General Construction Contract.
D. All bidding and contract documents may be obtained at no charge by visiting the City's website at https://www.cityofplattsburgh-ny.gov/bids
E. Refer to other bidding requirements described in Document 00 2113 - Instructions to Bidders and Document 00 3100 - Available Project Information.
F. The successful bidder will be required to provide Payment & Performance Bonds in the amount of one hundred percent (100%) of their contract for this project.
G. If bidders would like to inspect the site please contact Michael Bessette, DPW Superintendent at (518) 563-1120 to setup an appointment.
H. All questions regarding this bid specification must be submitted via email to Shane Chatelle at schatelle@aedapc.com no later than Monday, December 11, 2023 at 4:00 p.m. EST. Answers to all submitted questions shall be posted as an addendum to this bid specification no later than Wednesday, December 12, 2023 on the City’s bid page at https://www.cityofplattsburgh- ny.gov/bids above.
I. Submit your bid(s) offer on the Bid Form provided. Bidders may supplement this form as appropriate.
J. Your bid(s) offer will be required to be submitted under a condition of irrevocability for a period of forty-five (45) days after submission.
K. The Owner reserves the right to accept or reject any or all bids offers.
L. This project is considered a Public Works Project and Prevailing Wage requirements shall apply.
