The City of Plattsburgh proposes to enter into a license agreement with a commercial tenant for the use of Vendor Space E (building map attached as Exhibit A) at the Plattsburgh City Municipal Beach. The license shall be for a food and non-alcoholic beverage concession to be outlined in a license agreement between the City and the tenant. The City is seeking proposals from experienced operators for this concession.
The City of Plattsburgh seeks to enter into a license agreement with a term of three (3) beach seasons, though the City may consider a shorter term of license agreement. The beach season runs, roughly, from Memorial Day to Labor Day.
In consideration of such a license, the City shall require a minimum license fee of two thousand, five hundred dollars ($2,500) per season. Vendors shall include with their proposal the seasonal license fee they are prepared to offer the City for the use of the space with the understanding that no proposed license fee below two thousand, five hundred dollars ($2,500) will be considered by the City. The proposed license fee shall be an important consideration during the City’s determination of which proposal best aligns with the interests of the City.
Interested parties shall include in their proposal what products and services they will provide, any prior, relevant experience they have in operating similar businesses, the dates they expect to be able to operate their business, including the number of operating days per week, during the 2022 beach season, and any other information pertinent to their proposal. Full terms of the license will be documented in an agreement to be entered into between the City of Plattsburgh and the respondent whose proposal is deemed to be best align with the interests of the City.
Proposals must be submitted via email to Scott DuBrey, Recreation Leader, at:
All proposals must be submitted no later than 3:00 p.m. on Thursday, April 14, 2022.
Disclaimer: The ongoing COVID-19 pandemic has resulted in restrictions to the operation of many businesses in order to safeguard the public health. The regulatory guidelines related to the pandemic are evolving constantly in response to ongoing developments. Consequently, the City cannot guarantee that the operation of beach concessions will be permitted during the 2022 season. If concessions are permitted, all tenants shall implement and adhere to policies prescribed by local, state, and federal regulatory agencies to ensure the safety of their customers and the public.
