A person issued a Notice of Parking Violation shall have 7 days from the date of service to plead to such violation. If a person fails to plead within this time, he or she shall pay a penalty for each day, commencing on the eighth day, through and including the day the fine is paid.
Payment & Pleading
Payment of Fine (Plea of Guilty)
Fine amounts may be paid either in person or by mail at the City of Plattsburgh Finance Department; or online on the Parking Ticket Payment website. The fine amount, including any penalties, shall be paid in full at the time of payment. Partial payments will not be accepted.
A person who believes a parking violation charge is unlawful or improper may request an administrative review on a Parking Appeal Citation form, submitted to the Parking Violations Office no later than 5 days after the date of the violation.
Request a Trial (Plea of Not Guilty)
Trial requests are processed at the City of Plattsburgh Parking Violations Office. Requests may be made either in person or by another person designated in a Power of Attorney Form (PDF), or by submitting a Not Guilty Plea by mail on a Power of Attorney Form (PDF) to the Parking Violations Office. A person who pleads not guilty shall be entitled to a hearing, in person, before the City Court at a date and time to be set by the Court.
A failure to plead to this Violation in the manner and time provided shall be deemed an admission of liability and a default judgment may be entered thereon. A failure to answer or appear to three or more citations within an eighteen month period will result in the denial of registration or registration renewal by the New York State Commissioner of Motor Vehicles.
