Job Posting: Senior Planner

The City of Plattsburgh, N. Y. is seeking a Senior Planner to join the Community Development Office that serves a municipal population of approximately 19,000.  The City of Plattsburgh consists of about 6 square miles and is located on Lake Champlain in the northeast corner of New York State about 20 miles south of the Canadian Border.  To the west of Plattsburgh sits 6.1 million acres of land called the Adirondack Park which contains the famous Adirondack Mountains. There are over one hundred summits, ranging from under 1,200 to over 5,000 feet in altitude.

Some major planning projects completed or in progress are:

  • Phase 2 of the Saranac River Trail connecting downtown with SUNY’s Plattsburgh campus (complete)
  • The Betty Little Arts Park, a completely renovated downtown greenspace and showcase for local artwork (completed)
  • Relocation of the Plattsburgh Farmers and Crafters Market to its new home on the Lake Champlain waterfront (completed)
  • Bike Friendly Plattsburgh plan for improved bike access throughout the City (complete)
  • Durkee Lot Mixed Use Development project, a $20 million public private partnership to add market-rate housing and commercial space in the downtown core (in progress)
  • Annexation of 218 acre parcel of undeveloped land and planning efforts towards its future development (annexation completed, planning efforts in progress)
  • Redevelopment of the City’s municipal beach, a comprehensive project to transform the 105 acre beach property into a regional tourism destination (in progress)
  • Modernization of downtown parking system including capacity expansion and kiosk based enforcement system (in progress)
  • Administration of the City’s Planning Board and staff assistance during project review (ongoing)
  • Finalization of the City’s Local Waterfront Revitalization Program (in progress)
  • First update to the City’s Comprehensive Plan in over 20 years (in progress)
  • Comprehensive update to the City’s zoning and subdivision ordinances (in progress)
  • The Downtown Grant Program, a series of individual rehabilitation grants to downtown property owners (in progress)
  • Margaret St. reconstruction, a full-depth reconstruction of major downtown thoroughfare with accompanying streetscape improvements (in progress)
  • Vilas Home Expansion, a multimillion dollar expansion of City’s oldest assisted living facility (in progress)
  • Harborside Master Plan, grant-funded study of development plans for the City’s waterfront along Lake Champlain and the Saranac River (in progress)
  • Marketing, Signage, and Branding update project for downtown (in progress)

This position involves responsibility to perform moderately difficult and complex duties in the field of municipal, regional, or community planning. The incumbent is either responsible for specific phases of advanced and difficult planning projects or may be in charge of a major phase of a more complex study. In a smaller planning unit, the Senior Planner would be assigned projects calling for individual leadership to a greater extent than would be the care in larger planning units. The class of Senior Planner differs from that of Planner by the increased responsibility for specific elements of major studies or individual responsibility for projects of a lesser nature. The incumbent does related work as required.

The minimum qualifications are:  Either:

(a) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Planning; or

(b) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Sociology, Economics, Geography, Government, Public Administration, or related field and one (1) year of experience in municipal, community, or regional planning; or

(c) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Planning, Architecture, Landscape Architecture, Engineering, or a closely related field and one (1) year experience in municipal, community or regional planning; or

(d) An equivalent combination of experience and training as outlined by the limits of (a), (b), and (c) above

Salary Range: $60,000 - $80,000
