INVITATION TO BID
Sealed Bids for construction of the Drinking Water System Improvements – Phase 1 Well PW-1 Project
will be received by the City of Plattsburgh at the office of the City Clerk, 41 City Hall Place, Plattsburgh,
NY 12901 until 11:00 AM, June 6, 2023 and at that time and place bids will be publicly
opened and read aloud.
The project includes but is not limited to providing: a submersible pump in the PW-1 casing,
approximately 4,500 feet of 16-inch ductile iron water main with fittings and appurtenances from PW-1 to
Rand Hill Road, flow meter and pressure sustaining valve vaults, site access road improvements, primary
electrical service to PW-1 from Rand Hill Road, new emergency standby generator at the Water Filtration
Plant.
Contract Documents may be obtained through Constructive Copy. To obtain bid documents, email

format for $10 payable to Constructive Copy.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a
Bid Security in the amount of five percent of the Bid.
Bidders may not withdraw their Bids for a period of 45 days after the actual date of the opening of the
Bids.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond
with a surety company acceptable to the Owner.

Wage rates for this Project are subject to both the minimum wage rates as per the New York State
Prevailing Wage Schedule and to the minimum Federal Davis Bacon Wage Rates.
The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its
best interest.
Any contracts awarded under this Invitation to Bid are expected to be funded in part by a grant from the
New York State Environmental Facilities Corporation and the Drinking Water State Revolving Fund.
Bidders on this work are required to comply with 40 CFR Part 33.240 of the United States Environmental Protection Agency’s Region 2 policy on the increased utilization of Minority Business Enterprises
(MBEs) and Women Business Enterprises (WBEs). The requirements for bidders and contractor covered
by this policy are explained in the Instructions to Bidders.
