Mayor Read names new City Police Chief

In January 2017, Chief Desmond Racicot retired as Police Chief after 27 plus years of service with the City Police Department. Captain Michael Branch immediately assumed the Police hief duties as acting Chief until a search could be completed.

Soon after taking office in January, Mayor Read formed a commission to guide him in the replacement of retiring Chief of Police Racicot. The commission consisted of City Councilors Dowdle and Kasper, City Human Resource Director Ann Chase, and residents, including former Police Chief Herb Carpenter, County Emergency Services Director Eric Day, former chief Building Inspector Rick Perry, SUNY Plattsburgh police officer Pat Rascoe, and local business leader Bob Smith. Their extensive expertise in all aspects of public safety helped guide the Police Chief search.

A search for a new police chief is governed by the regional Civil Service. They established an Eligible Promotional List for Police Chief that included two individuals. When there exists fewer than three eligible individuals, Clinton County Civil Service Rules allows for a broader search for a provisional appointment of a qualified candidate. Four members of the City Police Force met the qualifications, and each was interviewed by a subset of the commission. These members recommended two individuals to Mayor Read. The mayor then conducted an additional round of interviews with these two individuals and is pleased to announce today that Lieutenant Ken Parkinson has been given the provisional appointment as the City of Plattsburgh's new Chief of Police.

Mayor Read said, "Lieutenant Parkinson has served the City Police Department since 1993 and in many capacities. From all I consulted, and from my personal interactions, I am confident he has earned the trust and respect of his women and men and will offer imagination and creativity as we develop a 21st Century police force."

Police Chief Parkinson's new duties begin immediately.
