NOTICE: DRI Generic Environmental Impact Study - DRAFT SCOPE

The City of Plattsburgh revitalization efforts will result in several downtown area improvement projects, some of which have already been specifically proposed and some of which are in the conceptual stage. The Common Council recognized that the projects may result in one or more significant impacts on the environment and wishes to review the potential impacts of the projects together rather than separately, including consideration of potential cumulative impacts. Thus the Common Council determined to conduct a Generic Environmental Impact Statement (GEIS) to guarantee the highest level of scrutiny of the potential adverse environmental impacts of the various projects.

The Chazen Companies has prepared a Draft Scoping Document to focus the contents of the GEIS on potentially significant impacts rather than impacts that are likely to be irrelevant or not significant. The Common Council has determined to provide a period of time for the public to review and provide written comments on the Draft Scope and to provide for public input at a public scoping session.

A Scoping Session on the Draft Scoping Document will be held on THURSDAY, AUGUST 22ND, 2019 AT 4:00 P.M. in Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York.

Public comments will be accepted on the Draft Scope until Monday, August 26, 2019. Comments may be submitted in writing to the Plattsburgh Common Council, Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York 12901.

Hard copies of the Draft Scope will be available for inspection at the City Clerk's Office, Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York and online below.

Vision for Downtown

Working shoulder to shoulder with other community organizations, we strive to create economic opportunities, improve housing conditions and enhance amenities for the city’s residents. We have contributed to infrastructure improvements, like sidewalks, street lighting, sanitary and water systems, and landscaping. The City has developed an exciting vision for its downtown and waterfront revitalization program. A public and private endeavor supported by resources and funding from NYS Department of State, NY Office of Community Renewal, NYS Department of Environmental Conservation and NYS Division of Housing and Community Renewal, revitalization efforts include improvements to streetscape, preservation of historical buildings, as well as redevelopment of the lakefront.

Downtown Revitalization Initiative

In early April, Governor Cuomo announced a $10 million opportunity for 1 community in each of the 10 Regional Economic Development areas with an existing and progressing Downtown. The City of Plattsburgh submitted an application to be considered as the North Country Regional $10 million recipients. Community Development Office Common Council Update

At the August 1st meeting of the Common Council's Governance, Strategy, & City Operations Committee meeting the Community Development Office was asked to provide a quick update on specific efforts revolving the Harborside, the DRI, Parking, and the CFA.
